If you want to field light weapons on a tracked vehicle with decent tactical mobility and resistance to arty splinters and small arms fire, repurposing a T-54 or T-55 is an inexpensive option. Unit cost is going to be not more than western IFV with much less firepower and worse protection. And China hardly has to worry about the logistics and crew requirements created by fielding less that top tier stuff. The counterpoint is 'why not do it properly' and get something that can shrug off ATGM from the front and RPG from the side.
