Poor base armor, bad ERA coverage, superstructure armor looks also bad based on welds...

It makes sense to me. If you want to field light weapons on a tracked vehicle with decent tactical mobility and resistance to arty splinters and small arms fire, repurposing a T-54 or T-55 is an inexpensive option. There are a lot of spare vehicles without much use and you get a lot of horsepower for not a lot of money.

'QN-506 is based on a turretless Type 59 tank (Chinese version of the obsolete T-54). Yes. Unit cost is going to be not more than western IFV with much less firepower and worse protection. And China hardly has to worry about the logistics and crew requirements created by fielding less that top tier stuff.

 

The counterpoint is 'why not do it properly' and get something that can shrug off ATGM from the front and RPG from the side. But this is probably too difficult given the base vehicle.
