Sounds like it might be as much about trying to get hold of experienced NCOs and specialists as much as finding fresh cannon fodder.

Some kind of mass cannon fodder army is fairly useless without massive artillery support though. Ukraine seems to have figured out that the way to deal with that is to go after the logistics bringing up all those shells and then the rest will crumble. Such a force is also extremely vulnerable to mobile units breaking through their front, as has also been seen recently.
