You could say that you're profession is gangster and that your income is from selling heroin to children and murder-for-hire and the tax man doesn't care and won't tell. Not that most criminals pay what they owe in taxes anyway.

Encouraging SSN re-use/theft is all sorts of no good. https://www.ilrc.org/sites/default/files/2024-02/How to obtain an ITIN.pdf This SSN re-use/theft thing is, I think, going to make an IRS audit fail. All DOGE can do is to identify SSN misuse, present stats on it, and let the IG and maybe DOJ have a chat with the IRS personnel involved.
