Depending on whose numbers you believe, if the US has 30M illegal immigrants, most of whom abuse the health system, that would imply about 1-2% of the spending is on illegals. Also, that 16% number probably includes several percent going into the legal system due to the lawsuit lottery thing.

In Mexico, it's a used HiPoint that should be in an evidence locker.

Sir, the proper analogy-unit-of-measure, according to astronomers, is either alligators or giraffes (apparently, half-giraffes are also now a unit of measure, I read that one recently). If you're buying used HiPoints south of the border, only handle them with gloves. If you have to use one in extremis, the prints will lead the authorities astray. Or so I hear. Allegedly.
