I found this very interesting to be honest and one thing that always surprises me is the actual size of the shells.  But is there any truth to the mention on the video that the S-60 was inspired by foreign designs (WW2 German 50mm flak)?

Or just parallel development because of the increasing performance of aircraft? And the Germans weren't as much in the back foot in the east, weren't they?

Soviets decided in 1940. that automatic AA gun bigger than 37mm was needed. But development hell of Soviet AA guns was not unfucked until post-WW2.
