Saying on TV "A high rise tower in Gaza was demolished" is indeed for internal consumption, to ease the minds of Israelis that the IDF is working. This is particularly important because Israelis typically berate the IDF for striking dunes and empty shacks. But that does not mean it's without practical purpose. The IAF doesn't strike high rise towers just for show, and indeed most strikes are not provided for the media. The single reference to a destroyed high rise tower I know of is to one which housed Hamas political activity of some sort. Considering the IAF follows international intelligence, incrimination, and strike standards, and even exceeds them in many areas, we know it doesn't strike simple civilian infrastructure. High rise towers are an excellent spot for the storage of weapons, "soft" measures like emitters (comms, radars, jammers etc), observation, combat positions, and most importantly, convergence points for Hamas's extensive tunnel system.
