(Lots of islamic states are struggling with the same problem, but not to the same extent.) The biggest aid Africa should get is gigatons of contraceptives. Issues with population only matter if there's a complete outstripping of resources. Africa's problems are theft of property, lack of return on investments because they're stolen, corruption and education. Stop stealing returns on investments (whether by government or criminals) boost up the education, get the corruption under control and it'll sort itself out. But so long as you have socialists and/or Tribalists padding their own clan's nests, you'll never get past the problems.

The problem with that theory is that the French have only just been kicked out of Africa now (at Russian encouragement) and its their parts are just as disfunctional as the bits we gave independence in the 1960's. Its a cultural problem. They reject our way of doing things because that is the way we do things, then come here, because we are stunning successs compared to their dysfunctional states. I dont know how you turn that around, but until we figure out some way of pushing them in a direction that is halfway functional, the migration crisis will never end, and it doesnt matter a damn how many we keep sending back, because they keep coming back.

Not that im advocating the solution (because in the movie it doesnt work anyway), but its interesting to see how many concerns it predicted.
