If anything, if Kaliningrad ever successfully secedes, it's going to be a 'fourth Baltic state'. Apart from international law and shit nobody is retarded enough to willingly admit half a million Russians as citizens of their country. That's just asking for trouble with 'oppressed Russian minority' in the future.

The opportunity isn't in terms of freed up forces, (not much of those) it's the strategic freedom of being able to run a Middle East policy purely on the requirements of the war in Ukraine rather than having the complication of propping up a weak Syrian regime as well.
