If anything, if Kaliningrad ever successfully secedes, it's going to be a 'fourth Baltic state'. Apart from international law and shit nobody is retarded enough to willingly admit half a million Russians as citizens of their country. The opportunity isn't in terms of freed up forces, (not much of those) it's the strategic freedom of being able to run a Middle East policy purely on the requirements of the war in Ukraine rather than having the complication of propping up a weak Syrian regime as well.
