A few sets of "Manoeuver" were introduced into Polish Army and East German NVA (those were taken away by the Soviets in 1990, just before re-unification of Germany).

Polish author Tomasz Szulc in an article about Soviet command vehicles  used in Polish Army had written, that during various exercises held in the 1980s the units equipped with "M" has shown at least twice increased combat efficiency and were able to defeat US (simulated) armored division which had no such system.

Interesting, that introduction of such system was envisaged in Ralph Peters' novel "Red Army" (sort of an opposie to "Red Storm Rising") in which the Soviets, supported by such systems and with some  amount of luck (well, in number much less than held by NATO in contemporay Western "world war III" novels...) are able to break through acros the Weserin NORTHAG sector and secure their victory over NATO.

Indeed, one character even bemoans that humans are too slow and falible!

About a couple of decades ago I picked up a brasseys book on troop control, and they were noting (this was mid 80's) that the Soviets had made some advances in troop control systems. So seemingly it was relatively well known even then. Perhaps they were bragging about it ala 'The Doomsday Device.'
