Rybakina is Russian-born, but she's been representing Kazakhstan since 2018, so it's not like she switched after Feb 2022 to circumvent the Wimbledon ban.

Exactly. Trying to punish folks who are Russian born for anything they are doing is plain lunacy. The fact some folks are even upset at her is a bit absurd.

I'm no expert on that timeframe, but AFAIK the only areas that got into that were the big eastern & midwestern cities that had large immigrations in the late 1800s with the concomitant frictions that came from prior immigrant wave rubbing against next immigrant wave. I'll give you one guess which party got all lathered up about German immigrants all of a sudden...
