Its to do with Operation Dropshot, a 1957 US plan for a widespread war with the then USSR. http://www.allworldwars.com/Dropshot - American Plan for War with the Soviet Union 1957.html#12 It was also published as a book - Dropshot: The American Plan for World War III Against Russia in 1957 (Book title, ISBN 080372148X), but I think most of the content is included on the above site (but not the maps). Rather ambitious to roll them back all through Eastern Europe to their own national borders then. I assume the plans included blasting a path with copious amounts of tactical nukes?
