The point is the act of Presidential pardon isn't completed until it is accepted.  Biden could say he was going to pardon Trump and Trump could say, "Nah, I'm good."

The timing is certainly suspect as is the 11 year window of immunity.  Was something about to drop and was thus forestalled by the pardon?  Was Zelensky pressuring Biden for more arms (of which $750m more are just now on their way) lest he say something out of school?  Speaking of which should Trump demand an audit to ensure all arms and munitions have remained in Ukraine or expended by Ukrainian forces?

On a side note, David Weiss, special prosecutor appointed by Merrick Garland, has vehemently denied the prosecution of Hunter Biden was political and has hinted that there were far wider implications that should be investigated.

I would be surprised if there isn't some sort of auditing process in place already.  That there haven't been reports of weapons sent to Ukraine ending up elsewhere tends to indicate this hasn't been a poblem,though.

If it were happening, there would be copious evidence.  There would be Western arms that has by supplied  to Ukraine showing up everywhere.  There isn't.
