If I didn't know any better, I'd say somebody's trying to do the border patrol, what the BLM/Floyd protests ended up doing to the various Blue City Police Departments.... There was some complaint about the only questions being asked were from UK journalists, which led to complaints by the American Journalists present as to why only Brits were allowed to ask questions. Which of course mightbe said that only intelligent Journalists were allowed to ask questions, but at that point its still no better than what Trump was previously accused of. Well as far as Brezhnev they gave him a long speech to read, then he sat down whilst they gave him a weeks long applause. There was no problem of asking questions in the Soviet Union strangely enough, so no issues there.... As far as decision making, there is a good case for saying Brezhnev's declining lucidity played a role in the invasion of Afghanistan. Or we assume it did, because everyone thoughtfully died without leaving complete records. It seems that everyone liked to give him prior decisions they had come to so he didnt have to think about things too much. Nobody liked to bother him too much at the end. Andropov was a bit more animated, he could formulate his own answers, and you can read some of the haranges against Reagan in the early 1980's. He did answer questions from Americans whom came to answer, and there was no apparent mental decline. OTOH, he did put 16th and 4th Tactical airforces on full nuclear alert to a NATO exercise, so we probably shouldnt get carried away and say his health problems didnt make him a little excitable. Paranoia was a Soviet disease, and poor health just seemed to make things worse. Chernenko wasnt really long enough alive to form any coherent ideas about how he was handling things. Most of the others seem to have been fairly lucid to the end. Well, if you can accuse Stalin of lucidity, he had no problem making decisions or appearing in public till the end. I'm not at all sure what you're trying to get at. If you're saying that gerontocracies do just fine...? a. You remember, that the Soviet Union fell apart? My conclusion: They did not govern it very well. b. Brezhnev was such an elderly leader, and stayed in power from 1964 when he was not even sixty, until 1982 when he was old. Andropow followed him at age 68, but died soon after. Followed by Tschernenko, who was old indeed when he came into office, and died soon after. His successor was Gorbatchev, age 54, who hasn't died yet. Even the premise that the Soviet Union was a gerontocracy is standing on shaky grounds except for the 1980s when much of the apparatus was dominated by the WW2 soldier generation. Of course the problem, then as now, was removing them from the job when they were clearly past it. Which is not unheard of in the Western world either if we are completely honest. And elevating them to the titular position was more about ensuring power and influence for their numerous backers, than any real expectation their experience would count for anything. This was certainly the cause of Brezhnevs political longevity. Of course we have never seen anything similar with the nomination of any recent Western candidates. No, fair point, he was exceptionally competent at what he did, right till the end, so far as homocidal tyrants go. When Brezhnev became General secretary, he to a very large extent shared power with Kosygin initially. But he gradually trimmed his wings so his was the only powerbase that really mattered. I do agree though, for the last 7 or so years he became increasingly dependent on others. There was no complete return to a single powerbase after Khrushchev. After 1962, who the hell wanted to go there again? It does beg the question whom who were the ones making the decision to go on nuclear alert in 1983.
