Second, imo, is that the U.S. government was to busy trying to establish itself, and the population was to busy trying to make a living. That in itself wouldn't be unique, I think a more decisive factor was that the 13 colonies were places where the unwanted and those outside of the mainstream ended, so it would be difficult or impossible to impose a state religion. Same happened with Australia or New Zealand, I would say, so tolerance wasn't an option, there was just no other way to organise the place. Note this wasn't necessarily a British thing, see South Africa, where the Apartheid was put in place at a comparatively late point in time.
