This is caused outrage, resulting in the union HQ to delete the tweet. I suspect that some Jewish members of the union are likley in the position to take civil action against them.

A union local being over ruled by the union head office is strictly an internal matter for that union. Rallies supporting Israel have had ten times the turn out as the ones supporting Hamas.

Union can set rules for what members can say with its property.

It might also be considered workplace harassment which is also actionable under US law.
