On the F122 frigates in the German Navy the difference was that in the CIC you had all the operator stations to actually operate the sensors and effectors of the ship while the operations room was much smaller and basically had only a table for charts. The purpose of the CIC was to fight the external battle in a tactical situation, while the operations room was used to plan what you wanted to do in the next 24h to 48h and to follow the bigger operational picture.
