A man at the scene, a serviceman, was interviewed on CNN and claimed he heard 4 kids had been shot.

It is, but its funny, I have never seen one since it was enacted.

As of 2016, Texas allows open carry of a handgun with a permit (not "constitutional" carry which implies carry without a permit). Generally the open carry laws protect a concealed carrier from a brandishing charge in case they accidentally expose their pistol, but there are a minority of people who prefer to carry it in the open.

Walmart as corporate policy (to my understanding) defers to state and federal laws so they generally don't post, but the mall is a gun free zone so nobody law abiding was armed there unless there were on or off duty law enforcement in the building.
