Yes. Its enormous.

With 34 staff permanently stationed there for the raining.

So building construction for the training facility and their classrooms, offices, quarters, etc.

Probably includes, Armory, Ammo storage, range, armorer's facility, bunker for high explosives like breaching charges.

Power infrastructure, Air Conditioning, plumbing, etc, etc, etc, etc.

Probably also includes weapons and contracts to service same. All long term, so easily going to add up.
