With the top guy clearly recognized by many to be wrong and corrupt, it makes more sense how the catholic church's relatively recent apparant untraditional activities could come about.

The Roman Catholic church is not a democracy. She is hierarchic. The Pope is as much of a dictator as the father of a traditional family is. Fathers could overreach from time to time. So Popes.

There are opinions about how a Pope could cease to be Pope when defending doctrine that had been defined as heresy in the past.

Here is a light read that discuss the question.

In that article there is a quote of Cardinal Burke:

“If your bishop, or the supreme pastor of the Church, is affirming things not in accord with Sacred Tradition/the deposit of the faith, that can’t command your obedience. You can’t command obedience to do something against faith & morals"

So, the Pope could do as he wishes, but within those limits.
