Xi Jinping gave a 3 and half hour long report at the 19th CPC National Congress with the contents of it briefly summarized by Xinhua news.

BEIJING, Oct. 18 (Xinhua) -- Xi Jinping delivered a report to the opening of the 19th National Congress of the Communist Party of China (CPC) on Wednesday. The following are the highlights of the report:

A NEW ERA WITH NEW THOUGHT
Socialism with Chinese characteristics has entered a new era.
The CPC has given shape to the Thought on Socialism with Chinese Characteristics for a New Era, a long-term guide to action that the Party must adhere to and develop.
The Thought builds on and further enriches Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development. It represents the latest achievement in adapting Marxism to the Chinese context.

GREAT MODERN SOCIALIST COUNTRY
The CPC has drawn up a two-stage development plan for the period from 2020 to the middle of the 21st century to develop China into a "great modern socialist country."
In the first stage from 2020 to 2035, the CPC will build on the foundation created by the moderately prosperous society with a further 15 years of hard work to see that socialist modernization is basically realized.
In the second stage from 2035 to the middle of the 21st century, the CPC will, building on having basically achieved modernization, work hard for a further 15 years and develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.
The principal contradiction facing Chinese society has evolved to be that between unbalanced and inadequate development and the people's ever-growing needs for a better life.
Now the needs to be met for the people to live a better life are increasingly broad. Not only have their material and cultural needs grown, their demands for democracy, rule of law, fairness and justice, security, and a better environment are increasing.

ECONOMY
China's economy has been transitioning from a phase of rapid growth to a stage of high-quality development.
In developing a modernized economy, the country must focus on the real economy. China will support state capital in becoming stronger, doing better, and growing bigger, turn Chinese enterprises into world-class, globally competitive firms.
China will leverage the fundamental role of consumption in promoting economic growth and improve the framework of regulation underpinned by monetary policy and macro-prudential policy, and see that interest rates and exchange rates become more market-based.

OPENING UP
China will not close its door to the world; it will only become more and more open.
China will implement the system of pre-establishment national treatment plus a negative list across the board.
China will significantly ease market access and protect the legitimate rights and interests of foreign investors.

LAW
The CPC will set up a central leading group for advancing law-based governance in all areas.
It will strengthen oversight to ensure compliance with the Constitution, advance constitutionality review, and safeguard the authority of the Constitution.

ECOLOGICAL PROGRESS
The CPC has incorporated Beautiful China into its two-stage development plan for building a great modern socialist country.
The modernization is one characterized by harmonious coexistence between man and nature.
China will establish regulatory agencies to manage state-owned natural resource assets and monitor natural ecosystems, and develop a nature reserves system composed mainly of national parks.

ARMED FORCES
By the year 2020, military mechanization will be basically achieved, with IT application coming a long way and strategic capabilities seeing a big improvement. The modernization of the national defense and armed forces should be basically completed by 2035.
The people's armed forces will be transformed into world-class military by the mid-21st century.

DIPLOMACY
No matter what stage of development it reaches, China will never seek hegemony or engage in expansion.

PARTY BUILDING
Having gained overwhelming momentum in its fight against corruption, the Party is determined to secure a sweeping victory over the greatest threat to the Party.

I want a Hu Jintao but can't give up Chou en Lai for him.

 

There is an unofficial rule that age 67 and lower is ok for becoming one of the 7 members of the politburo and that 68 is too old. So Jiang Zemin himself would be way to old to get back on the politburo. But that doesn't necessarily prevent anyone from having influence from the back ground. So an indication of Jiang Zemin's camp making a comeback would be if someone from there makes it to politburo at the conclusion of this session.

 

But Jiang Zemin making a showing (as well as Hu Jintao) could be just because they were past General Secretaries of the Politburo (and thus also "President" of China) and the National Congress of the CPC is a major event. From some pictures and footage of the event, there were some moments of somewhat friendly gestures between Xi and Hu but couldn't see any of such between Xi and Jiang, even with Jiang making yawns and such during Xi's 3 and a half hour long speech. So looks like there is genuine rivalry between the too. Some pictures of it in here, even if he's 91 years old.

BEIJING, Oct. 25 (Xinhua) -- Soon after being re-elected general secretary of the Central Committee of the Communist Party of China (CPC), Xi Jinping on Wednesday presented the new CPC central leadership to the press and laid down a roadmap for the next five years.
Amid applause, Xi led the other six newly elected members of the Standing Committee of the Political Bureau of the CPC Central Committee into a brightly-lit room inside the grandiose Great Hall of the People, facing rows of eager journalists.

Xi, 64, was flanked by Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji and Han Zheng.

He smiled, waved to the journalists and took the podium.

"I was re-elected general secretary of the CPC Central Committee," said a confident Xi against the backdrop of a giant Chinese landscape painting featuring the Great Wall.

"I see this as not just approval of my work, but also encouragement that will spur me on," he said.

Xi thanked all other members of the Party for the trust they have placed in the new leadership and vowed to work diligently to "meet our duty, fulfill our mission and be worthy of their trust."

The coming five years, Xi said, will see several important junctures and signposts.

"Not only must we deliver the first centenary goal, we must also embark on the journey toward the second centenary goal," he said.

The year of 2018 marks the 40th anniversary of the launch of reform and opening-up.

Xi said China will make determined efforts to comprehensively deepen reform and open still wider to the world.

The year of 2019 marks the 70th anniversary of the founding of the People's Republic of China. The CPC will continue efforts to accomplish all the tasks laid down in the 13th Five-Year Plan, develop new blueprints for China's future, and see the flourishing of all the endeavors, he said.

Xi reiterated the resolve to establish a moderately prosperous society across all metrics in 2020.

He said the Party must remain committed to a people-centered philosophy of development and make steady progress toward enhancing the people's sense of fulfillment and realizing common prosperity for everyone.

The CPC will mark its centenary in 2021.

Xi said the Party will generate waves of positive energy which can build into a mighty and nationwide force driving China's development and progress.

"For a party which fights for the eternal wellbeing of the Chinese nation, the centenary only ushers in the prime of life," Xi said. "As the world's largest political party, the CPC must behave in a way commensurate with this status."

Xi said China will work with other nations to build a global community with a shared future, and make new and greater contributions to the noble cause of peace and development for all humanity.

He said the 19th Party Congress has received extensive and detailed reporting and the media coverage has captured the attention of the world.

A total of 452 major political parties in 165 countries have sent 855 messages of congratulation to the CPC on the congress.

Xi encouraged the press to continue to follow China's development and progress, and learn about and report on more dimensions of China.

"We do not need lavish praise from others, however, we do welcome objective reporting and constructive suggestions, for this is our motto: 'Not angling for compliments, I would be content that my integrity fills the universe,'" Xi said.

An article dated January 20th reported that Xi called for amending the constitution on December 15th in 2017.

 

 

 

BEIJING, Jan. 20 (Xinhua) -- General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping has called the revision to China's Constitution a significant event in the political life of the CPC and the country.

Xi made the remarks at a symposium attended by representatives of non-Communist parties, All-China Federation of Industry and Commerce and those without party affiliations on Dec. 15, 2017, whose opinions and suggestions on the revision to the Constitution were heard.

The revision to the Constitution is a crucial political decision made by the CPC Central Committee based on the overall situation and the strategic height of upholding and developing socialism with Chinese characteristics, according to Xi.

It is also an important measure to advance law-based governance and modernize China's system and capacity for governance, he continued.

The representatives at the symposium all approved the CPC proposal to revise the Constitution, and agreed to the general requirements and principles.

They also made suggestions on the implementation and supervision of the Constitution, safeguarding the authority of the Constitution and enforcing the rule of Constitution and the rule of law.

The CPC Central Committee maintains the idea of consultation before decision-making, Xi stated.

It values the opinions and suggestions from non-Communist parties, All-China Federation of Industry and Commerce and those without party affiliations before holding important conferences, issuing important documents, and making important decisions, said Xi.

Xi stressed that non-Communist parties and the united front have made significant contributions to the establishment and the development of China's constitutional system.

Xi asked attendees at the symposium to think over the revision, and to put forward opinions and suggestions.

He also asked them to raise their awareness of the rule of law and lead the way in sticking to the Constitution, as well as to build consensus, regulate development, resolve conflicts and maintain harmony by the rule of law, in order to bring people together and collect power for the great rejuvenation of the Chinese nation.

The points for possible amendment of the constitution revealed yesterday.

 

 

BEIJING, Feb. 25 (Xinhua) -- The Communist Party of China (CPC) Central Committee made public its proposal on amendments to China's Constitution Sunday.

The proposal, raised to the Standing Committee of the National People's Congress (NPC), was made in accordance with the new situation and practice of upholding and developing socialism with Chinese characteristics in the new era.

-- New thought

The CPC Central Committee proposed writing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into the country's fundamental law. The Scientific Outlook on Development was also proposed to be included.

According to the proposal, under the leadership of the CPC and the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Chinese people of all ethnic groups will continue to adhere to the people's democratic dictatorship and the socialist road, persevere in reform and opening to the outside world, steadily improve socialist institutions, develop the socialist market economy, develop socialist democracy, improve the socialist rule of law, apply a new vision of development and work hard and self-reliantly to modernize the country's industry, agriculture, national defence and science and technology step by step and promote the coordinated development of the material, political, cultural and ethical, social and ecological advancement, to turn China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful and realize national rejuvenation.

-- United front

The CPC Central Committee proposed including patriots devoted to national rejuvenation as part of the patriotic united front in the Constitution.

According to the proposal, in the long years of revolution, construction and reform, there has been formed under the leadership of the CPC a broad patriotic united front which is composed of the democratic parties and people's organizations, and which embraces all socialist working people, all builders of socialism, all patriots who support socialism, and all patriots who stand for the reunification of the motherland and devote themselves to national rejuvenation. This united front will continue to be consolidated and developed.

-- Harmonious relations among all ethnic groups

Harmonious socialist relations among ethnic groups were proposed to be written into the Constitution.

Socialist relations of equality, unity, mutual assistance and harmony have been established among the ethnic groups and will continue to be strengthened, according to a proposed revision to the preamble.

The State protects the lawful rights and interests of the ethnic minority groups and upholds and develops a relationship of equality, unity, mutual assistance and harmony among all of China's ethnic groups, according to a proposed revision to a clause of Article 4.

-- Community with shared future for humanity

The CPC Central Committee proposed writing building "a community with a shared future for humanity" into the Constitution.

The expression that China will "adhere to the peaceful development path and the mutually beneficial strategy of opening-up" should be added to the preamble, read the proposal.

China's achievements in revolution, construction and reform are inseparable from the support of the people of the world. The future of China is closely linked to the future of the world, according to the proposal.

The proposal read that China consistently carries out an independent foreign policy, adheres to the five principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, peaceful coexistence, adheres to the peaceful development path and the mutually beneficial strategy of opening-up in developing diplomatic relations and economic and cultural exchanges with other countries, and works to build a community with a shared future for humanity. China consistently opposes imperialism, hegemonism and colonialism, works to strengthen unity with the people of other countries, supports the oppressed nations and the developing countries in their just struggle to win and preserve national independence and develop their national economies, and strives to safeguard world peace and promote the cause of human progress.

-- CPC leadership

A sentence stressing the Party's leadership was proposed to be added into the Constitution.

"The leadership of the Communist Party of China is the defining feature of socialism with Chinese characteristics," read the proposal.

 

-- Core socialist values

The addition of core socialist values into a clause was also in the proposed package.

The proposal read that the State advocates core socialist values, and the civic virtues of love of the motherland, of the people, of labour, of science and of socialism.

-- Oath of allegiance

The CPC Central Committee proposed inclusion of pledging allegiance to the Constitution into the fundamental law.

All state functionaries shall take a public oath of allegiance to the Constitution when assuming office, read the proposal.

-- Chinese President and Vice-President

The CPC Central Committee proposed revising the clause "The term of office of the President and Vice-President of the People's Republic of China is the same as that of the National People's Congress, and they shall serve no more than two consecutive terms" to "The term of office of the President and Vice-President of the People's Republic of China is the same as that of the National People's Congress."

-- New cabinet function

The CPC Central Committee proposed to list ecological advancement as a new function and power of the State Council, or cabinet.

Apart from economic affairs and urban and rural development, the State Council also has the function and power of directing and administering ecological advancement, according to a proposed change to a clause under Article 89.

-- More cities with legislative power

Chinese cities, with subordinate districts, would be granted the power to make local laws and regulations under the proposed constitutional amendment.

The people's congresses and their standing committees of these cities would be able to adopt local laws and regulations under the condition that they do not contradict the Constitution, national laws and regulations, and provincial laws and regulations, according to the proposal.

The local laws and regulations would take effect after being approved by the standing committees of provincial-level people's congresses.

-- Supervisory commissions

The CPC Central Committee proposed listing the supervisory commissions as a new type of state organs in the Constitution.

According to the proposal, supervisory organs will be listed together with administrative, judicial and procuratorial organs of the State, all of which are created by the people's congresses to which they are responsible and by which they are supervised.

A new section about supervisory commissions is proposed to be added to the third chapter titled "The Structure of the State" in the Constitution.

The country sets up the national and local supervisory commissions, according to the document.

A supervisory commission will consist of one director, several deputy directors and a number of members. The director will serve the same term as that of the people's congress of the same level.

The director of the national supervisory commission shall serve no more than two consecutive terms.

The organization, functions and powers of supervisory commissions are prescribed by law.

As the supreme supervisory organ, the national supervisory commission will oversee local commissions and answer to the NPC and its standing committee.

The supervisory commissions at higher levels will lead the commissions at lower levels.

Local supervisory commissions at various levels will be responsible to the state power organs that created them and to the supervisory commission at the next level up.

The supervisory commissions will independently exercise their power of supervision and not be subject to interference by any administrative organ, public organization or individual, said the proposal.

It also asked the supervisory organs to coordinate with judicial organs, procuratorial organs and law enforcement departments, and check each other in handling duty-related offenses.

The NPC will be given the power to elect and remove the director of the national supervisory commission, while the NPC Standing Committee shall supervise the national supervisory commission and appoint or remove deputy directors and members of the commission at the recommendation of its director.

Local people's congresses at and above county level will elect and have the power to remove the directors of the supervisory commissions at the corresponding level, while their standing committees shall supervise the supervisory commissions at the corresponding level.

Members of the standing committees of the NPC and local peoples' congresses at and above county level shall not hold office in supervisory organs.

In addition, supervision will no longer be a duty for the State Council and local governments at and above county level, according to the proposal.

Chinese President Xi Jinping vowed to safeguard China's territorial integrity and had a stern warning to those who would attempt to split the country, during his speech at the closing of this year's National People's Congress (NPC) on Tuesday.

 

Xi's remarks, which analysts say were evidently tough, are a strong signal to antagonistic forces both in and outside the country.

 

Any actions or tricks to split China are doomed to fail and are certain to meet with the people's condemnation and would be punished by history, Xi said at the closing meeting of the First Session of the 13th NPC.

 

He said the Chinese people have resolve, confidence, and ability to defeat secessionist attempts in any form. "The Chinese people share a common belief that it is never allowed and it is absolutely impossible to separate any inch of our great country's territory from China," Xi added.

 

The remarks received a warm response from national legislators with prolonged applause. A number of them told the Global Times that they feel assured and motivated especially facing increasing domestic and foreign threats.

 

"It could not be clearer that the remarks send a strong signal toward the 'pro-independence forces' from Taiwan, Hong Kong, Xinjiang and Tibet," Chui Sai-peng, a member of the Legislative Assembly of Macao Special Administrative Region, told the Global Times after the meeting.

 

"The president's tough remarks at such a significant occasion are a strong declaration of China's resolve in safeguarding territory integrity, especially when domestic and foreign threats are simmering," Xu Guangyu, a retired major general and senior adviser to the China Arms Control and Disarmament Association, told the Global Times on Tuesday.

 

The remarks from Xi, who is also chairman of the Central Military Commission (CMC) of China, were a "mobilization order" to the military, said Xu.

 

"The military should make every possible preparation to fight against separatist moves and safeguard territorial integrity, which is an urgent and practical call under current circumstances," said Xu.

 

In his speech at the NPC's closing meeting, Xi stressed that China's development does not pose a threat to any other country.

 

"China will never seek hegemony or engage in expansion," he said. "Only those who are accustomed to threatening others see everyone as a threat."

 

"The Chinese people's sincere wish and practical action to contribute to the peace and development of humanity should not be misinterpreted, nor should they be distorted," Xi said.

 

US meddling

 

The president's warning is timely and necessary especially when foreign hostile forces are attempting to make a move, NPC deputy Wang Wei, a professor at the Chinese Academy of Social Sciences, told the Global Times after the meeting.

 

The latest move China regards as provocative is the US Taiwan Travel Act, which encourages visits between the US and China's Taiwan at all levels.

 

After Taiwan's Democratic Progressive Party took power in 2016, "Taiwan independence" forces have been increasingly active, as has meddling from the US, experts say, adding that latest move by the US has put cross-Straits relations on a dangerous stage.

 

Taiwan is using the provocative legislation to test room for further action, and subsequent interactions between the US and the island, such as contact reaching the diplomatic or defense levels, should be watched closely, said Xu.

 

"If the US dares to take one step across the red line, China will launch full countermeasures, including diplomatic, economic and security measures, to make the US pay a price that will make it hurt," Xu told the Global Times.

 

Though the mainland's policy of peaceful reunification toward Taiwan will not change, voices advocating military measures from the public and scholars are rising, and the mainland will take non-peaceful moves when a crisis occurs in the island or Western forces touch the bottom line, said Lü Cuncheng, a research fellow at the Institute of Taiwan Studies of the Chinese Academy of Social Sciences.

On Saturday, Xi Jinping was elected Chinese president by a unanimous vote at the annual session of the country's top legislative body.

 

Andrey V. Vinogradov, a research fellow at the Institute of Far Eastern Studies of the Russian Academy of Sciences, said the election of China's new leadership is conducive to its long-term stability and development and will promote China's efforts to establish a new type of international relations. The election will further promote China's proposal of building a community with a shared future for humankind.

 

Russia-China relations are at the best in history, he said, adding that he believes China's new leadership will continue to promote the healthy development of bilateral ties.

 

Pierre Picquart, an expert on China at the University of Paris VIII, said China is in need of a stable, united and strong leadership to lead the country toward achieving its national goals.

 

The new leadership will lead the Chinese people to build a better China and work with other countries to bring stability to the world, he added.

 

Gai Lin, secretary-general of the EU-China Friendship Group of the European Parliament, said the election of China's new leadership guarantees the country will build a moderately prosperous society in all respects.

 

It will also lay a solid foundation to build China into a modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful, said Gai.

 

Shahid Javed Burki, chairman of the Institute of Public Policy in Pakistan, said the world needs visionary politicians like Xi, who brings stability to the world.

 

Medhat Emam, editor-in-chief of China Weekly, an Egyptian newspaper, said China has witnessed extraordinary economic, social and political achievements at home over the past five years.

 

Cuban sinologist Jose Luis Robaina said Xi's leadership is fundamental for China to create a socialism based on Chinese characteristics.

 

A socialist, strong, united and stable China "benefits everybody because it contributes to strengthening a multi-polar world," said Robaina.

 

Kostas Guoliamos, rector of European University Cyprus, said China's efforts to expand innovation, combat corruption and eliminate poverty have provided the world with alternative choices to solving problems.

 

Guoliamos said he believes China has a bright future under the new leadership and is on course to realizing the great rejuvenation of the Chinese nation.

They have a lot more weight to throw around and to buy acceptance from others.

If anything, Russia's antics is distracting Europe from what they should be doing and applying pressure on China. I don't mean say this as a lecture and as a response to you Josh, but here comes the blah blah blah...Pressure that should have started since 2015 regarding the South China Sea. Instead they joined the AIIB leaving Japan and the US alone in objecting to joining. Without European support, so much is left to the US and Japan. Well at least the UK will send its carrier through the SCS later, or so they said so, its a helpful gesture.. Of course other countries like Australia also are highly committed, but they are still small. Without the US, what is Japan supposed to do? Apologize about WW2 harder or make 1,000 nukes? Of course the US and Europe aren't perfect. Russia can made a fair point regrading them once in a while. But the Europeans and Americans still heavily criticize each other and themselves, with arguments all centered on points about basic features of the western world; genuine democracy, freedom of speech, etc., But to be so shallow with those points regarding China that is now the second largest economy in the world.. it is an irony so great that I can't stand for it. I of course don't want such walls of text of these arguments to wash out good discussions regarding Chinese military tech and such, separate from the geopolitics and such. And so I have went for a number of months to basically avoid the wall of blah blahs and to spur good techie discussions. Well I can't take it anymore. The CCP says they have elements of democracy and spout that word as part of their government structure.. very misleading. There is no direct voting. The only way to vote within the structure is to be a member of the CCP. Well apparently very small local level limiting voting happens, pre-selected candidates for sure though. So imagine that in order to gain the right to vote, that you have to join an organization in which their is no competing alternative organization to. Is it OK to have this kind of country being the second most powerful in the world, at least from the western world perspective? Book writers and book sellers periodically disappear. Would it be OK if the French government temporarily kidnapped those of Charlie Hebdo so as to get them to apologize for anything offense and to not repeat any criticism that the government did not like? It's come to the point that I feel that the more I mention Liu Xiaobo's name, the worse his image actually becomes, as if his name become more and more tarnished with libtard-ness if I keep saying it because no one else acknowledges him. Or how about the Falun gong? Maybe one can think of them to be odd or creepy, but they have been completely wiped out in mainland China. And still are persecuted and kept out. Their outgrowth stemmed from the lack of religious freedom in China. Church crosses going down? Sure I am no believer myself, and whenever I see a pair of missionaries in Japan that want to talk to me about their message, I can't help think that they feel a little stupid after having a little friendly chat with me. I respect them but I respect my own view too. But that doesn't mean that I think they should have to hide their crosses. Yes, China is very big, maybe they need tight control to keep the country together. So then, for the sake of making good business with China to take advantage of cheaper labour and the bigger market, and just look the other way and just conclude that they need to be tight to keep the opinions of over 1 billion people from going out of control, OK fine... But then why the 9 dash line? At the very least, why not a stronger and more united voice from the western world against China's expansion? If China wants to do domestic things with their tight control, internet censorship, and their own China-net bubble, then why should their expansion policies also be tolerated when they are so obviously anti-democratic/western? But instead the western countries raise the critical tone on much smaller and poorer countries for failing the human rights stuff such as Thailand, the Philippines, and Myanmar. But China was in the height of slaughtering the Falun Gong people and assembling their China internet firewall just as they were entering the WTO. Oh so lets wait and see if the middle class can bring about the freedom of speech and democratic functions and stop old outside territorial expansion claims. No it hasn't come, its been 15 years since China's admission into the WTO and now Japan is facing this behemoth that has a GDP twice as large and a defense budget about 3.5 times as large, and Japan still has to be political sensitive about building a 30,000 ton fixed wing carrier.. It's preposterous.

What's the same is not the on the surface arguments. It's the underlying motive. It's not a matter of getting facts wrong. It's a matter to intentionally use a bag of tricks for the purpose of changing the minds of the masses in order to make a task easier to accomplish. Of course other's do this too. US media stations do this and it probably traces its roots back to 1920s. Well depending on the scope one wants to use for the concept, the timeline and number of examples expands or contracts. But a critical pint is the degree and frequency of pulling out the tricks from that bag for the purpose of engineering new narratives and "facts" of history. Tricks that include overwhelming important details in a mass of unrelated information, saying a false statement enough times so that a "monkey see monkey believe" effect takes place, never present facts of the whole truth, and never give credit. There are probably more.. but on that last one, a number of common posters still try to give Russia some credit. Is it too hard to get any in return? Yes for any agenda. Without a reciprocation of credit then what happens is just the consumption of receiving some credit and using it as winning over some sympathy to keep on propelling the same old agenda. And when the giving of a little sympathy is combined with the self inflicting criticism of our own systems, it doubles as a positive build up for the history engineering agenda. So upon that, what happens is the reciprocation of giving no credit at all because whats the point in keep on giving some when never does any come back?

They are intentionally talking like that so as to break up the US-Japan alliance. Before that, they were all "Jap fail to recognize history, Japs are remilitarizing". Now they are in the meta of "US is evil, Japanese are like us, they are lap dog of evil US, they should be independent and kick US out. Bravo Duterte". It's all agenda driven. Most typical westerners do care about what is true and what is not true and do just get their facts wrong during their long path of discovering more and more about history, MSM, etc., with most of them developing a more refined and better understanding over time. These guys are not like that. They are purely agenda driven, and the more they are engaged, the better they get are pursuing the agenda. The Kiss of Dragon guy is probably about 5 years behind our favorite poster from Russia in terms of refineness in the agenda. The more he talks with people, it is not a matter of him changing his mind, but of him building up more and more tricks in his bag for the agenda. Well maybe some do change their minds upon realization that they have been acting as a conduit of an agenda. But still, people really need to take note in how nationalistic the PRC is and have less toleration for it. I reckon these types have been in high mode in places like Hong Kong, Taiwan, and ROK. Now they are getting into common English web sites.

 

Who knows, maybe I am over thinking it. But I do not think so. But perhaps only those that have gone through talking with agenda driven people for a number of times can perhaps see what I'm talking about.

Currently, in our society, the lack of credibility is still a very serious issue, which is an objective fact that we must face up to. At the same time, we should also recognize the progress and achievements in construction of credit systems. In fact, our country has already made some important and positive progress in credit building over the years.

 

First, the whole of society has reached a high degree of awareness of the need to establish and improve the social credit system. After 10 years of exploration and practice, China's social credit system is regarded as the basic system for a socialist market economy and an effective economic governance mechanism. From the leaders to the general public, the whole of society now attaches importance to social credit construction. Currently the level of national emphasis on the credit system is unprecedented. The government has adopted the national social credit system construction plan; it has also introduced five State-level documents on credibility construction within the last year, and has basically finished the top-down design of the social credit system.

 

Second, some great progress has been made in basic key areas. Various levels of government have done a lot of work in the construction of the credit system, especially after the introduction of the layout plan in 2014. Our country has established a unified social credit code system, as a basis for corporate and individual credit records in different departments and regions to be shared in the future. Meanwhile, the private sector has also established a corporate credit information publicity system, as well as a joint punishment system to curb dishonesty and a joint encouragement system to reward honesty. On the whole, there has emerged a basic system. Although these systems are still under constant exploration, the effects have already been shown. For instance, under the joint punishment system for dishonesty, once someone is on the blacklist, they will not be able to take high-speed trains or make plane journeys. Given this inconvenience, 10 percent of people on the list started to pay back the money they owed spontaneously. This shows the system is starting to work.

 

Third, the industrial credit system is also making steady progress. With help from the Ministry of Commerce and other departments, the majority of China's State-level trade associations and other self-disciplined organizations are starting to evaluate the credit of the member enterprises and to construct the credit system. This has massively improved industrial credit governance.

 

Fourth, the enterprise credit management system is increasingly complete. Many companies are beginning to establish a credit management system, covering compliance, recruitment, customer management, contract performance and credit commitments. With more and more external restraint on corporate credit, it would be very inconvenient for the companies not to establish a credit system. Meanwhile, in order to adapt to the development of the credit economy, enterprises also need to establish credit risk systems to prevent credit risks.

BEIJING, March 6 (Xinhua) -- China will improve its credit blacklisting mechanism to avoid undue punishment for credit defaulters, the country's economic planner said Tuesday.

 

More than nine million Chinese have been denied air transportation and over three million people have been prohibited from buying soft sleeper train and bullet train tickets due to their poor credit performance, Zhang Yong, deputy head of the National Development and Reform Commission told a press conference.

 

To avoid bad loans, restrictions on granting credit for financing and enjoying government financial support have been put on over 6,000 enterprises blacklisted by the government, Zhang said.

 

China started to build a social credit system in 2014 and an open national credit information online platform is already in place where honest people and enterprises are honored while poor credit performers like defaulting debtors and taxpayers are blacklisted.

 

Supported with punishment measures like restrictions on enjoying certain services, the platform helps promote honesty and deter dishonest behaviors.

 

However, it is reported that some credit defaulters still face limits to some public services after they paid back their debt or taxes.

 

It might be a lag of credit information updating, Zhang said, adding that the government will improve the credit blacklisting mechanism to ensure that their credit records are updated timely and disputes can be well handled.

 

Without credit, a market economy will not fair in a stable and orderly manner, Zhang pointed out.

 

Sound social credit system and environment are an urgent need to ensure the decisive role of the market in resource allocation and eventually to promote modernization of China's system and capacity for governance, Zhang added.

 

The NDRC will continue to improve social credit system's design, regulations and standards and enhance coordinated efforts with other government agencies to reward the honest and punish the dishonest, Zhang said.

BEIJING, March 19 (Xinhua) -- The Supreme People's Court (SPC) has signed a memorandum of cooperation on setting up a mechanism of information sharing with the Ministry of Civil Affairs (MCA) to improve China's social credit system.

 

Chinese courts nationwide can access to a network for shared information including marriage registration, basic living allowance, social organization registration, individual income and social assistance, and a blacklist of dishonest people or groups, according to the SPC Monday.

 

The MCA will impose credit constraints and punishment on social organizations on the dishonest list.

 

The network will help Chinese courts improve efficiency in handling cases, urge dishonest people to implement legal instruments, and promote public credibility of the judiciary, the SPC said.

 

As of present, more than 2.2 million violators have implemented court judgements or made reconciliation agreements with plaintiffs under the network of shared information, it said.

On Monday's The Late Show, a US late-night talk show on CBS, host Stephen Colbert made fun of China's plan to launch its social credit system in 2020. He took aim at "China's growing network of surveillance cameras," which, according to Colbert, is what "makes all of this - rating Chinese citizens' trustworthiness - possible." In the West's regular routine, they don't bother to analyze why China does something or see the actual situation of the country. They simply relate everything to the "totalitarian regime."

 

In April, Foreign Policy commented on China's system to assess a people's creditworthiness as a "step in the tightening of China's already scant freedoms." Earlier this month, Newsweek claimed "1.4 billion citizens to be monitored through social credit system."

 

In 2014, China released an outline for building a government-led national social credit system, pledging to establish a set of laws and regulations regarding social credit, a credit reference system that covers the whole of society and a related reward and punishment system by 2020. Whether people have ridden the train without tickets, violated traffic laws, conducted heroic acts or performed exemplary acts are rated and the score plays a part in their life, determining whether he or she can buy a plane ticket, secure a loan etc.

 

In today's Chinese society, trustworthiness is not highly honored. That's why we see corruption, expired vaccines, commercial fraud, tax dodging and academic cheating from time to time. Take the arson case in Hangzhou last year. A nanny started a fire that killed a mother and her three children: She was in huge debt and starving for more money from her wealthy employer. It was a tragedy caused by the lack of a credit ranking system.

 

There are not many traffic violators in the US and the primary reason is that the cost of violating traffic laws is very high. It is recorded on one's credit record, affecting employment, loans, rent, perhaps even marriage. However, such a system in China is not well-established, which means breach of promise or fraud will not result in heavy penalties or other serious consequences.

 

Against this backdrop, China hopes to set up a comprehensive social credit ranking system, allowing the trustworthy to enjoy more benefits while making it hard for the discredited to do anything. The move can link creditworthiness to people's future interests and risks, rewards and punishments. It's a response to China's credit crisis, an innovative measure to govern society. And the rapid development of internet technologies has provided the nation with more technical support and opportunities to do this.

 

Governance has never been easy in China, the most populous country on Earth. So the nation has to explore the path that suits it the most. Judging China by Western standards is therefore biased. When it comes to the social credit system, countries everywhere are exploring. Why can't China use modern techniques to try out this system? BEIJING, June 6 (Xinhua) -- China will roll out vigorous efforts to build a more comprehensive and rigorous social credit system to improve its business environment and boost development, the State Council decided at an executive meeting chaired by Premier Li Keqiang on Wednesday.

 

Key priorities for improving the social credit system were identified at the meeting. These measures include building a social credit-centered regulatory mechanism and enhancing social credit building in key areas concerning people's livelihood.

 

Premier Li Keqiang said that a social credit system comprising solid credit records of all market entities, is of fundamental importance.

 

Recent years have seen China make visible progress in developing a national social credit system. A unified social credit code has been introduced nationwide. A total of 33.99 million credit codes have been issued to newly registered businesses. And 71 central government departments and provincial governments have been connected to the national credit information sharing platform. The cross-sectoral, inter-agency mechanism of incentives and disincentives for acts of good or bad faith made initial impacts. Big data has been applied in credit investigation and helped businesses meet real needs.

 

For example, companies with good credit records had received 632,000 loans from financial institutions in the banking sector by the end of 2017.

 

"Breakthroughs have been made in developing the social credit system. Going forward, the system needs to be improved in key areas in response to specific needs," Li said at the Wednesday meeting. "The priority now is to improve our business environment with stronger measures against cheating in marketplace, such as counterfeiting, and infringements of intellectual property rights."

 

Steps in the following five aspects were decided at the meeting to enhance the building of a social credit system with application of the system and legislation on prioritized. A credit-centered regulatory system will be set up to improve the business environment. Blacklist mechanism will be introduced. Law violations including infringement, counterfeiting and cheating in marketplace and fraudulent advertising will be resolutely tackled and made public.

 

Information safety need to be safeguarded, and trade secrets and individual privacy should be well protected. Also, a social credit system in key livelihood areas will be enhanced.

 

Non-public sector will be guided in building the social credit system, and credit information services provided by third parties will be developed. Government departments will be required to bolster credibility, and problems of new officials disavowing obligations undertaken by predecessors will be tackled under the law.

 

It was also decided at the meeting that government requirements on certification will be overhauled to make it easier for the general public and enterprises to get things done.

 

The practice of inspections by randomly selected inspectors against randomly selected entities and prompt release of inspection results will be fully implemented to make market regulation fairer and more efficient. These above measures will all contribute to the building of the social credit system.

 

"A market economy is based on credit," Premier Li said. "A fine credit system provides market entities with the information they need for business operations. A blacklist should be established. Access to and sharing of information, which can serve to incentivize or discipline, helps reduce transaction costs and improve the business environment."

 

Premier Li also emphasized the importance of safeguarding information security with tiered authorization. He called for early establishment of a secure and reliable social credit system and introduction of capable third parties in the financial sector.

NANJING, July 3 (Xinhua) -- After Wang Yu donated blood at a Red Cross blood center in Nanjing, capital of east China's Jiangsu Province, he was told he was eligible for an "honest and trustworthy citizen" card.

 

"I have been donating blood for many years before I moved to Nanjing several days ago. I just want to help people who need blood. I never thought that donating blood could be associated with personal trustworthiness," said Wang.

 

"But the relevance makes my donation more meaningful," the 33-year-old added.

 

The city started to link voluntary blood donation with citizen's trustworthiness in November 2016, along with other behaviors including acting bravely for a just case, taking part in charity activities or volunteering.

 

When citizens are found doing such things and meet the standards set by the city's development and reform commission, they can get a "trustworthy card," with which they can enjoy discounts with the city's public services.

 

"Citizens who own this card can enjoy many benefits. For example, they can get a 50 to 60 percent discount on bus or subway tickets," said Yang Shasha, a staff member of a state-holding company, which is in charge of issuing the cards.

 

Yang said the company has issued nearly 5,000 such cards since 2016. She said along with local residents, "more than 10 foreigners have been granted this card."

 

"Issuing this kind of card serves as an incentive. It's not only about honesty. With this card, we are promoting an environment of good faith, meanwhile, we wish to encourage more people to do good things, be good people and care about the society," said He Jun, deputy director of the commission.

 

Besides residents, enterprises can also benefit from the social credit system.

 

The commission said they have built a "credit image" for each enterprise using a credit database and big data. The image displays the credit scores of enterprises, as well as their business condition, development and social effects.

 

Wu Jianhui's company had a circulating capital problem due to relocating his factory.

 

"Since my company's credit standing has been rated level-A by the local tax department, a bank loaned us two million yuan (300,000 U.S. dollars) very quickly, that helped us overcome our financial problem," he said.

 

More than six billion yuan (902 million U.S. dollars) has been loaned to micro and small, and innovative enterprises from 2016 to May 2018, according to the commission.

 

China has been making efforts to build a social credit system to improve its business environment and boost development in recent years.

 

In January this year, 12 cities were selected as the first group of model cities implementing the social credit system, including Nanjing.

 

In the popular tourist city of Xiamen, east Fujian Province, a credit tourism management system has been set up to collect credit information of tourist agencies, star-rated hotels, tourist attractions and tour guides since 2017.

 

More than 74,000 pieces of tour guides' information and 6,700 pieces of information about tourism companies have been collected, which tourists can look up on the internet for reference.

 

In neighboring Zhejiang Province, the city of Yiwu, known as the "world supermarket" for its wholesale goods, has built a credit information sharing and publicizing platform last year. Credit information of government departments, financial institutions, enterprises and individuals has been collected for government governance.

 

"China's social credit system won't replace our legal system or moral principles. They complement each other," said Han Jiaping from Chinese Academy of International Trade and Economic Cooperation, Ministry of Commerce.

 

The State Council decided at an executive meeting chaired by Premier Li Keqiang last month that the country will roll out vigorous efforts to build a more comprehensive and rigorous social credit system.
