Basically keep from losing.It seems like US situation in Afghanistan is not better (if not worst) then it was of late USSR. And this is without superpower playing against them. Imagine what will it be if China or Iran (both close neighbors in complicated relations with US) decide to throw in additional burning material in form of ATGMs or MANPADs…. Seems like the only real outcome for US is fighting Taliban as long as Taliban agree on some kind of peace agreement that would allow US to withdraw without major loss of face. Was tried by USSR, but failed- as without USSR\US or reliable local boots on the ground (both military and civilian – teachers, post office workers, mayors etc) in every small village it is impossible to win this type of war (at least without bombing country into stone age to remove population that is base for enemy – and it is unacceptable for many reasons). And flooding the country with troops and civil servants to go door to door will result in significant losses society is not willing to accept. See Soviet experience after Civil War in Central Asia, or after WWII in Western Ukraine and Baltics – endless cycle of “send the young teacher to local school, have him killed by local gang, send armed team to hunt the gang, if lucky kill\arrest some of gang members, send in new young teacher” until new generation of kids educated in this school grow up to become members of new society. Hard to do "big war", known in NatSec as high intensity conflict, when the enemy refuses to play according to your rules. Of course massacring non combatants is always an immoral and counterproductive option. The West is poor at "small wars" typically counterinsurgency (COIN) because the insurgents have all the advantages, because the goal is a legitimate governing authority in the Nation we are supporting, not war crimes. Almost all the fighting in A'stan is caused by P'stan via Taliban. A'stan army commandos need to start raiding Taliban training camps. Also the border between the two countries needs to be sealed. We don't need a wall at the US/Mexican border. We need a wall along the A/P border. I have watched video showing those savages just walking across into A'stan as if they were on a country stroll. Run significant military force (no matter if it is cavalry regiment or tank battalion, depending on the century) into the village – local gang leader\tribal head\feudal and his team will hide in mountains\forest to weather the storm. Villagers will shake hands with soldiers, accept grain and fertilizer bags you bring to them, and express how welcome they are. Probably you will try to give local gang leader\tribal head\feudal lands to poorest of the peasants to establish some kind of new social structure, may be establish medical post with nurse and school with teacher, appoint somebody local mayor. But then your unit will leave to next village – and the next day local gang leader\tribal head\feudal and his men will come back to return his land (and kill those who dare to raise his voice against him), burn medical station and school, kill nurse and teacher and restore everything as it was before you (except, may be, now having shiny new guns you have delivered to local self-defense group). What you need in fact is not to "win the war", but to bring local people from XV centiry they currently live in to at least XIX century. Can't do this with bombs.
