I was speaking on the 4 year cycle being why things are sometimes wildly inconsistent. They are for many folks who work in the government sector and even private as policies change. Look at Keystone XXL. 

As to there being empire or hegemony or what not, lacking an an emperor makes it harder for the US to be an Empire. That the Queen in the UK is actually NAMED in as sovereign over other kings who swore fealty and the nation and orders of merit themselves reference Empire, it's clear that the UK IS or was an Empire. It's a shadow of it's former self but it certainly is.

That's non sense, as I pointed out the UK worked in that 4 year cycle and they didn't pull out of places on a whim. The King/Queen may have influence but no real power, which was firmly in the hands of elected politicians who, irrespective of parties, suscribed to the imperial idea, and worked as one for the empire.

In the US, this overriding vision has existed only insofar as enlarging the country up to Pacific coast, not ever since despite the acquisition of the odd colony. Certainly not after WW2 until now, when the US reached peak power.

A 49-year-old man who attempted to come to the aid of victims on Breitscheidplatz but was apparently hit in the head by a falling beam has died five years after the 2016 Christmas market truck attack. He had required constant care and finally succumbed to a related infection. Some of the relatives of other victims have petitioned the Berlin administration to have his name added to those of the twelve who died in the attack and are commemorated on the steps of Memorial Church at the square.

The story goes that they removed all the fire extinguishers from London Underground trains when they realised more people were hurt by others misusing them than had ever been saved in a fire.

Another apparent car rampager in Berlin: 29-year-old German-Armenian drives his older sister's Renault Clio compact onto the sidewalk twice, plowing through a crowd reportedly including a school class from Hesse, and ending up in a cosmetics store. One dead (reportedly a teacher), six critically, three severely and several lightly injured. Driver suffered a head injury and was detained by bystanders before taken into police custody. He was previously known to police, but not as an extremist, and a note found in the car is allegedly not political. The scene is close to the site of the Christmas market truck attack from a couple years ago though, and some sort of copycat effect may be suspected.

The "note" in the car turned out to be a placard referencing the Armenian genocide, but unsurprisingly the guy appears to be mostly another mental case, making random crazy statements in Armenian. Total of 29 injured, including 14 tenth-graders and another teacher. I would suspect some inspiration by the Uvalde shooting, except that driving around the site of an earlier ramming attack looking for a school class happening to walk by seems an unlikely proposition even by the relaxed sanity standards of rampagers. Mind, Berlin is always full of school trippers, particularly in the warm season, which argues as much for a random as a targeted attack.

The woman airlifted to hospital is still reported critical. The suspect lived in a uni dorm, so is likely a student. He is undergoing psychiatric evaluation.

The hospitalized victim in the Hamm stabbing, a 30-year-old lecturer, has died. The suspect has been admitted to a psychiatric institution; re-admitted, really, because he had already been there after a suicide attempt two days before the attack, but released himself on the day itself. Reportedly he suffered from paranoia and took the victims which he appears to have attacked at random - also two female and a male student all aged 22 - for members of some group out to kill him.

Per one report, this guy also told police that the attack was his jihad; then again, after his spell in psychiatry over threatening a fellow inhabitant and administrator of the homeless shelter in January, he was admitted again after a traffic altercation this month, but discharged after a day for lack of necessity. As the good minister says, probably a little bit out of column A and a little out of column B, as so often.

Germany: Würzburg attacker still highly dangerous, says doctor

A psychiatrist has told a German court that the man accused of carrying out multiple fatal stabbings in June 2021 suffers from paranoid schizophrenia. Three people were killed and nine others were injured in the attack.

A German court on Friday heard that the man who allegedly killed three people and injured nine others in the southern central city of Würzburg last summer is mentally ill and still very dangerous if he does not undergo successful treatment.  

Somali national Jibril A., who was first registered in Germany at the height of the 2015 migrant crisis, was arrested shortly after the stabbings on June 25, 2021.

The attacks, which started in a department store, continued on one of the main shopping streets in the city center.

Attacker thought secret services were on his trail

"There is no doubt that the accused suffers from paranoid schizophrenia," psychiatrist Hans-Peter Volz told the court in Estenfeld near Würzburg.

Volz said on the day of the attacks that June, Jibril A. was "acutely delusional." He was hearing voices and believed he was being followed by secret services.

"There is a high probability that we have a person in front of us [...] who felt controlled," Volz said. "He was sure he was doing the right thing [by carrying out the attacks] and had no choice but to do it."

Volz spoke of a low likelihood that the accused will recover from his illness.

"Even with very good treatment, the risk that the subject will become psychotic again is not zero," added the medical director of the Werneck Castle Hospital for Psychiatry, Psychotherapy and Psychosomatic Medicine.

Suspect not criminally liable

Prosecutors have agreed that the accused was not criminally liable in the case due to his psychiatric illness.

That means the court is following a special legal procedure for such cases and that the man is set to be transferred to a hospital after the proceedings are concluded.

His guilt in the case is considered to have been proven.

With all due respect, DW, this attempt at "objectivity" obfuscates more than it helps. If the guilt is proven, it's no longer an alleged killing.

The Chief Public Prosecutor, Judith Henkel, agreed with the assessment in court Monday, asking for the accused to be sent to a psychiatric hospital for an undefined period.

According to a psychiatrist's report, the accused suffered from paranoid schizophrenia and had no recollection of the events of December 1, 2020.

The psychiatrist explained that the 52-year-old saw himself as the victim of "a large-scale state conspiracy" and felt he was persecuted, bugged and even being monitored.

The trained electrician remained silent throughout the trial.

According to the prosecution, the accused was single, unemployed, without a permanent residence and embittered by his personal circumstances.

For the trial against this guy, prosecution has moved to have him perma-institutionalized.

What happened during the attack?

On November 6, 2021, Abdalrahman A. was traveling on an Intercity Express (ICE) train from Passau to Nuremberg when he pulled a knife on four other passengers, seriously injuring three of them.

A folding knife with an 8-centimeter (3.1-inch) blade was found on the suspect. 

According to media reports at the time, more than 200 people were on the train and several stepped in to prevent the attacker from injuring other people.

Why is this case important?

At the time of the attack, investigators were doubtful of a terrorist motive for the incident and said the attacker appeared to be suffering from psychiatric problems and had called for help on the train.

The defendant was initially taken to a psychiatric unit, but two months later he was remanded in custody where he has remained until now.

During the two-month trial, the federal prosecutor's office pushed an Islamist motive for the crime and demanded a life sentence for alleged attempted murder and dangerous bodily harm.

According to German intelligence, Abdalrahman A. visited a Salafist mosque and allegedly tried to do his part in the jihad by killing non-Muslims.

The defense, meanwhile, argued that the attack was a result of delusion caused by their client's paranoid schizophrenia.

Several witnesses, including the prison psychiatrist, stated that the defendant was schizophrenic.

The violence was not preceded by an argument, Germany's DPA news agency reported at the time.

However, the court heard from a total of seven psychiatrists and a psychiatric report found full culpability.

As a result, the chamber could rule out several mental health issues.

Abdalrahman A., a Palestinian, has lived in Germany since 2014 as a refugee, having arrived from war-torn Syria.

He has been living in Passau and had recently lost his job, police said.
