Well, if you are asking for my speculations:

1) Good relations with Israel are important counterweight to relations with Turkey (for me it seems like President Aliyev Jr. is one of the most gifted politicians on post-Soviet space and is sort of reluctant to get too much dependent on troubled policy of Turkey, especially Turkey ruled by Erdogan);

2) Israel was key high-tech weapons provider for AZ, making victory over AM less much costly for AZ in terms of lifes lost compared to what it could be without this weapons - so quite logical to believe Israel was providing this weapons not just to earn money, but for return favors of other kind too (or, at least, promises of that - now, when AM is totally defeated, this promises could be forgotten)

3) AZ relations with Iran are not easy, so having established military relations with Iran's enemirs could be safeguard from troubles....

I don’t know what to tell you other than the fact that there is zero evidence.

1: Azerbaijan and Turkey are natural allies. Nothing to do with Erdogan or anyone else. 

2: Do Israel demand the same “favor” when it sells weaponry to say Vietnam, for example? What about Morocco, which in 2022 bought the same Barak MX?

Israel have not sold anything to Azerbaijan that it doesn’t offer to other buyers, like said even a country like Morocco that didn’t have diplomatic relations with Israel until Abraham accords.

3: I don’t see how a supposed airfield for Israeli jets to land after striking Iran would be any kind of safeguarding for Azerbaijan. It would be the opposite, which is what I meant in my post.

It appears that Azerbaijan have purchased Buk-MB2K. 

The previous Buk-MB (upgrade of Buk-M1) was based on tracked chassis, while Buk-MB2K is based on new wheeled chassis (MZKT). In the footage published by Azerbaijan MOD, the wheeled chassis can be clearly seen. 

Unlike Buk-MB that was upgrade of existing old Buk-M1, the Buk-MB2K is a new production system.

Interestingly, Buk-MB2K was displayed under Azerbaijani flag rather than Belarus flag at IDEAS defence expo held in Pakistan.

It’s possible that the development of Buk-MB2K and 9M318 was at least partly funded by Azerbaijan. Azerbaijan is the sole known customer of the system, same as the previous Buk-MB.

It appears that Azerbaijan has acquired Mini Harpy. Mini Harpy has anti-radiation seeker in addition to EO/IR, combining the capabilities of Harop and Harpy.

Okay. Let's say they are all personally devoted to him, so he keeps them in positions. But there are a huge number of people in the country who sounded the alarm in 2014 and said that Minsk was a disaster. You can bring these people closer, give them the opportunity to work at least in the analytical segment. This is also not being done. Moreover, Igor Strelkov, the loudest voice in the country, who was against the Minsk collusion, defiantly, on the birthday of the under-fuhrer, is imprisoned for 4 years on absolutely degenerate charges.

Conclusion. Putin did not admit any of his mistakes. The image of Leopold the cat*, who was deceived, is necessary for him to:

1. Begging for negotiations and an agreement with the West;

2. Riding on the ears of the electorate inside the Russian Federation in order to increase the rating, because our people are very compassionate. They will bury his sons who died because of Putin's erroneous Minsk collusion, and at the same time feel sorry for Putin himself, who, poor fellow, was deceived by the treacherous West.
