Y'know, I'm sort of getting into Fallout 4 again, not from a "stay up all night playing it in the hopes of advancing the plot" standpoint, but from an "I'm a grown-up now, so I'm going to play it for an hour after dinner and kill a few raiders and upgrade my combat rifle" standpoint. It works pretty well for that.

War of the Commonwealth

 

 

The mod author made a similar one for New Vegas. It adds tons of spawns and roving patrols, of various factions that have a respawn time independent of the cell they are in. So they spawn more often. I find it quite fun to battle my way everywhere I go, and watch factions battle it out. At low levels you definitely have to avoid fights at times to survive. It makes it much more intense at low level.

 

If you want to spice up your game even more, try this mod

 

Mega explosions

 

It doubles the size of all explosions and explosives, yours, your enemies, vehicles, vertibirds, you name it. The explosive perks make it even more intense. It sounds over powered at first, until you realize just how easy it is to die from explosions that before you normally would of shrugged off.

I think that a GOTY edition for $30.- would definitely be worth it. Gameplay can't be so bad that it wouldn't be good for a few hours at least (and probably hundreds of hours if past FO3 games are any indication).

It's decent fun, I bought it around launch and I more than got my money's worth from it. There should be plenty of mods around to help with any lingering quality of life issues. The biggest problem I had, is that the interface was heavily console influenced so more than a little clunky but once I got used it to it, it didn't give me too many problems.

Now that I have it modded to my tastes, I am enjoying Fallout 4 quite a lot. If you are buying it for pc I would definitely recommend making the plung.
