I regret to say that living out in the county where you can shoot anything, anytime (including Tannerite) I often hear people shooting strings of effectively unaimed rapid fire with cadences like those in the video. Most of the time it's handguns, but not exclusively.
My cousin here is a retired NCHP officer that spent years on the Governors Executive Protection Detail. Some members carried the Sig 552 Commando with selective fire. They had to qualify more frequently and the protocol at the range was to do a full mag dump first to "get it out of your system". NCHP is the main state paramilitary force and they are well trained but it's recognized that even in a force of carefully selected and trained professionals some "garden hose" spraying is a temptation. 
It's clear that people who shoot like the guy in the video are not interested in developing any technique but are certain that they are experienced "shootists" who stand to learn nothing during their sessions & think they don't need to.

There are claims that Army testing for WWI inductees showed higher intelligence among northern blacks than southern whites. One researcher making that point was anthropologist Gene Weltfish, but take her work with a grain of salt because she was highly activist and may well have started from the conclusion she wanted and worked backwards. 

Some very brief googling disgorged a few 3rd party comments using phrases such as "some northern blacks" and "southern whites." IOW, one might infer data cherry-picking. 

In current times, its widely believed that kids from two-parent households do much better academically, on average. Probably extra true when there's a stay-at-home mother. And there's no question that there is a strong correlation between household income and childhood academics. 

It would be quite interesting to look at the average IQ or SAT scores of black kids adopted by white/Latino/Asian parent(s), vs black kids adopted by black parent(s).

It's lower, because IQ is mostly genetic.

 

SAT score for blacks with family income with over 200k was comparable for whites with family income below 20k

nature vs nurture is like trying to separate wet from water

 

genetics come from the environment which produces the genetics which circulate back into the environment and produces the genetics

 

you see it in immigration patterns where native populations are mixing or certain traits are being replaced with others

 

early humans already understood this to the extent that the underlying mechanisms were not understood at the level of genetics but were selecting crops and livestock and creating animal breeds for specific outputs - 'nature vs nurture' is really the same process with two different names

Talking about the genetic influence on intelligence seems to be all about how you put the idea forward for it to be socially acceptable. For example, it is claimed Ashkenazi Jews have a higher IQ on average due to genetics. There is not much serious push back to that idea. Even though this claim implies then that other races IQ's are lower on average than Ashkenazi Jews also due to genetics. If you state the same idea but approach it from the angle of how genetics lead blacks to have lower IQ's on average, you will be branded a racist.  If you are an academic stating this you will also be stripped of your titles like James Watson was. He was one of the people who helped discover DNA. As far as I know no academics have been treated the same way James Watson was for putting for the same theory but in reference to Ashkenzi IQ. Somewhere I have a video file of a bunch of Ashkenazi Jewish celebrities on stage congratulating each other and giving high fives over their higher average IQ. You can imagine the outrage if a group of non Jewish white celebrities did the same thing. 

Edit to add for clarification: I personally believe Ashkenzi Jews do most likely have a higher IQ on average due to genetics. However, I don't believe lower or higher IQ necessarily makes a person better or worse as a human being. A persons capacity for evil can be exacerbated by a higher level of intelligence.

Money shot. Intelligence is a tool, and as such could be used for good or for evil.

OTH, some of the evidence about higher IQs in some populations is quite suspect. Have a look to the writings of Ron Unz on the matter.
