Even if Malaysia started the game, it was only a game that no one would take seriously as it was played by 1970s, 1980s Malaysia, Philippines, and Vietnam. Who cares. And whatever Malaysia's claim to the South China Sea was when they started, it wasn't the whole of the SCS. The Philippines made their claim of Kalayaan in the 1950s. Republic of China had their 11 dash line claim (now 9 dashes) in 1947. Malaysia's claim on Swallow Reef looks to be 1980. It is worth noting that from that image it shows a line in Indonesia connecting Jakarta and Bundang which was a line China won for building and a ground breaking ceremony was held in early 2016 for it but actual construction of the line still hasn't started, so almost a two year delay by now; http://www.atimes.com/article/indonesias-high-speed-rail-start-construction-early-2018/ Overall though, its difficult to assess the the progress of the whole thing, but certainly slower than what's advertised, and may result in a partial development of the whole thing. Yes, definitely prior to 2014 – as one of the routes going through Ukraine, via Donetsk and Kiev – definitely impossible in any visible future. Russian Rail is investing heavily into infrastructure of China-Europe high-speed cargo trains, and report some success in attracting cargo for this route (enough to rail lines being overloaded and requiring additional rails).
