Exercise Pacific Vanguard was carried out by USS Berry, a US submarine, USNS John Erickson, American MPAs, HMAS Arunta, HMAS Stuart, ROKS Chungmugong Yi Sun-sin, ROKS Seoae Ryu Seong-ryong, JS Ise, and JS Ashigara on September 12th and September 13th in the waters around Guam.

Russian hosted Exercise KAVKAZ-2020 this month.

"About 80,000 people in total are expected to be involved in the KAVKAZ-2020 strategic command-post exercise (this includes combat support units, combat service support units, technical support units, air defense and naval units, as well as special troops (the Federal National Guard Troops Service and the Ministry for Emergency Situations),"  the Ministry told journalists.

As for the vehicles and equipment involved in this exercise, there are going to be about 450 mechanized infantry combat vehicles (MICV) and armored personnel carriers (APC), 200 artillery systems and multiple-launch rocket systems, as and 250 tanks.

The ministry also noted that military from Armenia, Belarus, China, Myanmar and Pakistan will take part with a total of about  1,000 military. As for observers, these include Azerbaijan, Indonesia, Iran, Kazakhstan, Tajikistan and Sri Lanka.

The KAVKAZ-2020 Exercise strategic exercise is aimed at assessing the ability of the armed forces to ensure military security in Russia’s southwest, where serious terrorist threats persist and preparing for the strategic command-staff drills. The main training grounds that will be involved are located in the Southern Military District.

“高加索-2020”战略演习丨中方参演官兵驾驶俄军步战车驰骋沙场

驾驶俄军步战车,在俄罗斯卡普斯京·亚尔靶场纵横驰骋,中方参演部队、西部战区某合成旅三级军士长朱京余以前从来不敢想象。

使用俄军某型防空导弹开展实弹射击,该旅防空导弹连中士谭石成为全旅屈指可数的“少数人”。

连日来,正在俄阿斯特拉罕州参加“高加索-2020”战略演习的中方参演部队官兵,快速学用俄军装备的一组组镜头,既充分展现出两军交流合作的深度互信,又让笔者近距离感受到了两国友谊在两军一线落地落实的具体实践。

黄沙遮天蔽日,两军同场操练。9月14日一大早,中方合成战斗群指挥员裴晓磊带领相关专业骨干20余人,在与俄方完成装备交接后,俄方军官谢尔盖大尉向我军官兵详细介绍了武器性能、讲解了装备操作要领,以及常见故障排除方法。初步掌握操作要领后,便组织官兵投入到紧张训练之中。

研究驾驶技术、建立指挥通信、组织射击瞄准……只见中方参演官兵按照专业分工,迅速展开分组作业,一旁的俄军教员不时提醒我方官兵操作要领。该旅上士赵佳兴告诉笔者:“俄军装备在功能区布设上与我们通常操作的装备有较大差异,主要是各型仪表、按钮的操作调节,需要认真学习和强化训练。”不到两个小时,他所在的小组就驾驶着俄军步战车卷起阵阵黄沙,疾驰在茫茫旷野上。

在某型防空导弹操作现场,该旅中士谭石紧盯射击瞄准镜。不时通过翻译与身边指导的安德斯中尉交流操作要领。“请问炮弹射击弹道高有多少?怎样才能快速锁定目标?”有时遇到难以翻译的专业术语,他们就边比划边用简易图示沟通。几番沟通交流下来,他已基本掌握该型导弹操作要领。

看到中方参演官兵掌握了俄军装备的操作使用要领,正在现场组织训练的俄军卡谢伊夫中校举起大拇指说:“中国军队学习理解能力很强,短短两个小时,他们就可以很自如地驾驶俄方战车了。”

Three Y-20 transports were used to transport a second batch of troops to the exercise location on September 14th.

解放军报 9月15日消息,当地时间9月14日,中方参演部队第二梯队抵达俄罗斯阿斯特拉罕州某军用机场,我军参加“高加索-2020”战略演习官兵全部抵达预定地域。

7时许,3架运-20运输机稳稳降落,我参演部队组织人员有序下机,接受俄方通关检查和防疫检验。俄方防疫人员为我参演官兵测量体温、发放中俄双语“防疫信息卡”,双方在通关边检、物资查验等方面的衔接顺畅快捷。

按照计划,3架在此等候的俄方运输机将中方参演部队转场至卡普斯京·亚尔靶场。中方参演部队副指挥员邢国良告诉记者,“高加索-2020”战略演习是俄罗斯武装力量本年度重大的作战训练活动,也是我军今年为数不多的出国联演联训活动。出征前,为提高部队出发、转场效率,展现中方参演部队官兵过硬作风,我们在做好演习准备的同时,围绕人员信息核验、物资器材装载、卫生防疫检测等内容,做了大量深入细致的准备工作,确保全员全装按时抵达演习地域。

此次中方参演部队编成包括联合导演部、联合战役指挥机构和1个合成战斗群、1个指挥保障队、1个后装保障队以及1个卫生防疫队。

The maritime division of Malaysia's T7 Global Berhad and Mitsui signed an MoU on construction of patrol boats and warships for the Vietnamese Coast Guard and Vietnamese Navy.

According to an article released on September 4 on defense outlet IHS Jane's, Japan’s Mitsui Engineering & Shipbuilding and the maritime division of T7 Global Berhad, an investment holding group based in Malaysia, have entered an agreement to cooperate on building ships for the Vietnam People’s Navy (VPN) and Vietnam Coast Guard (VCG).

The new agreement was signed in late August and announced in early September.

In a filing to the Bursa Malaysia stock exchange, T7 Global said the Memorandum of Understanding (MoU) was signed by T7 Marine – its wholly owned subsidiary – and focuses on collaboration with Mitsui across “various activities and to explore new business opportunities to supply ships” to the VPN and VCG.

According to the MoU, the two companies will leverage each other’s experience and expertise in exploring shipbuilding opportunities in Vietnam and look to secure new business contracts in the Southeast Asian country. The MoU runs for three years, with an option to extend.

The MoU offered no additional details about the companies’ joint engagement in Vietnam.

Mitsui is one of Japan’s biggest naval shipbuilders. The company’s experience and capabilities include the construction of destroyers, survey ships, patrol vessels, and landing platform docks for the Japan Maritime Self-Defense Force (JMSDF).

In June 2019 Mitsui unveiled its design proposal to fulfil a new JMSDF programme to procure 12 offshore patrol vessels, and in January the company launched the third Hibiki-class ocean surveillance ship for the JMSDF. The first two ships in the class entered service in the early 1990s.

In July, the Japan International Cooperation Agency (JICA) signed with Vietnam Government an agreement to provide Japanese ODA loans of 36,6 billion yen (USD 348 million) for the Maritime Security and Safety Capacity Improvement Project.

The 0.1% loan spans a period of 40 years with first payments due 10 years from now. The total cost of the shipbuilding program will amount to 42,5 billion yen (USD 400 million).

Within the framework of the project, VCG will be financially supported to build 6 patrol vessels to strengthen law enforcement and maritime rescue operations, ensuring security, maritime safety and freedom of navigation in Vietnam, Vietnamnet newspaper reported.

According to Naval News, construction of the vessels is set to begin next year, with the delivery of the sixth and final ship to VCG due in October 2025.

Bien Dong Sea, internationally known as South China Sea, is severely affected by natural disasters, which pose a high risk of maritime accidents, JICA said.

Vietnam has a coastline stretching from north to south, and in recent years smuggling, illegal fishing and the risk of terrorism have increased, and so strengthening maritime capability and safety is one of Vietnam’s key tasks.

The project contributes to Goals 14 and 16 of the Sustainable Development Goals (SDGs), and contributes to the implementation of the free and Open Indo-Pacific Strategy.

Upon completion of the contract, the Vietnam Coast Guard will be the largest operator of the vessels within Southeast Asia.

Bien Dong Sea (or East Sea) borders Vietnam in the east and the south. Vietnamese people have long called this body of water “Bien Dong” because it is east of the country.

These news came as China has been ramping up its aggressive behavior in the waters since the start of this year.

There's been infrequent PRC air activity across the Taiwan Strait that passed the midline over the Taiwan Strait. But pretty busy there recently.

A couple of Y-9s were observed by the Taiwanese Air Force on September 16th.

Some activities by two H-6 bombers and 16 fighters resulted in Taiwanese scrambling numerous fighters on September 18th.

TAIPEI (Taiwan News) — For the second day in a row on Friday (Sept. 18), 18 Chinese People's Liberation Army Air Force (PLAAF) warplanes entered Taiwan's Air Defense Identification Zone (ADIZ) — and were warned 24 times to leave the area before being driven away by Taiwanese fighter jets.

Democratic Progressive Party (DPP) legislator Wang Ting-yu (王定宇) wrote on his Facebook page Friday that PLAAF warplanes intruded into the southwestern, western, northern, and northwestern sectors of Taiwan's ADIZ. He added, the Chinese Communist Party (CCP) is becoming "an international troublemaker again."

Liberty Times reported the Chinese aircraft were detected inside the ADIZ at the altitudes of 5,700, 6,300, 7,000, 7,500, and 8,400 meters. Taiwan's Air Force broadcast 24 warnings to the PLAAF planes, including cautioning several times that they were "close to my airspace." This is a rarely used warning indicating they were close to penetrating Taiwan's sovereign airspace.

Liberty Times wrote the Taiwan Air Force dispatched 17 batches of fighter jets, which eventually drove the Chinese aircraft away. Wang pointed out the aggressive incursions took place during the first full day of a visit by the U.S. Under Secretary of State for Economic Growth, Energy, and the Environment Keith Krach and his delegation to Taiwan.

Prior to the trip, China warned of "serious damage" to Sino-American relations if it was not canceled. After the U.S. ignored the communist country's warnings and went ahead with the trip, China lodged a complaint with Washington and said it would make a “necessary response.”

Update: 09/18 3:50 p.m.

According to the Ministry of National Defense (MND), two H-6 bombers, eight J-16 fighters, four J-10 fighters, and four J-11 fighters of the PLAAF crossed Taiwan's Median Line and intruded into the country's ADIZ. Based on a map posted on its real-time update page and its Twitter account, the H-6 bombers and J-16 fighters penetrated Taiwan's southwest ADIZ on separate sorties.

Also on separate missions, the four J-11 fighters and four J-10 fighters crossed over the Median Line off the northwest coast of Taiwan. Meanwhile, the squadron of eight J-16 fighters breached the Median Line further to the north.

The MND confirmed that it had issued radio warnings and scrambled fighter jets to intercept the Chinese warplanes. It added that it deployed its air defense missile system to monitor their movements.
