a. it can be surprising, and sometimes disturbing, to see how some kinds of network protocol are tunnelled inside another protocol. Back in the day I tunneled X-Windows thru SSH to get thru the Great Firewall of NASA.

as for network segmentation, having internal systems NATted from the outside world makes sense, but somebody has to make it work.

Really doesn't need to subsidize, he just needs to sign legislation that protects the USian and Canadian oil/gas producers from adverse regulation. The oil patch stopped working because Biden made it clear the energy producers were the enemy. Simple risk management; don't invest in PPE, much less personnel, if you are going to be shut down, fined, or sued by the feds.

If they leave enough Wifi active in an area, you could setup AP's to give a consumer level drone mesh connections to multiple AP's over an area. You'd not need to have a fixed command point and the mesh network would be hard to DF unless you were right on it. Enough nodes and it'd be VERY hard to clean an area. Add in Starlink uplinks and you'd only need someone to deploy the drone into the area.

X-Windows I understand. Squeezing that through SSH kinda makes sense. I've not even thought about the security implications of an X-Windows session on a network, back then we just assumed a private network, was secure, sorta turtle like.  Hard on the outside, squishy on the inside. Thinking about it....makes my security conscious IT guy voice start to scream.

True. But my point is that this appears to show the hackers are inside the network which means it's effectively wide open to them to do what ever they want. Frankly were they cunning bastards, re-routing light power moves or whole trains to the wrong place would be more disruptive. Send loaded ammo and fuel trains someplace they're totally not needed and issue orders to remove the power and send that elsewhere.

Thus, the necessity (IMHO) of Zero Trust archictures. It needs to happen, its going to happen, it MUST happen unless we want to backslide into Bronze Age living.

If Russia stands for 10% of wests oil consumption i'd think it will be rather easy to open up existing production facilities,
at least at the current oil price you can go for reasonable short payback.
AFAIK, there is a lot of regulations limiting North sea oil too.

The most dangerous of those moves would be prevented by the hardwired, interlocking logic. That needs physical access to hack, and it is not as easy as running some downloaded scripts.

By the way, in early morning today Zaporozhskaya Nuclear Power Plant, the biggest in Europe (6 reactors) was quietely taken under control by Rus Army. Now two NPPs closeest to Russia are under Russian control, and the danger of pro-Ukrainians blowing them is minimised (i do not think their Western masters would allow them to blow other statios closer to Europe)
