What I meant was a militia is a pseudo military organisation and thus can only exist an operate with an organisation that includes a hierarchy.Makhno's outfit was not very democratic - he even installed his wife as the head of secret police. Little known fact is that initially Red Army commanders were elected by soldiers, not appointed - only later this practice was dropped as units proved to de dysfunctional. Unlike real German Nazis, UkroNazis are too greedy - as Ukraine is business, everything is about money there. I don't see what unfreezing the conflict would get Russia at this point, unless there was a desire for a "short, victorious war" and I don't think Putin is that stupid.
