If you go to survey itself https://www.levada.ru/2017/11/20/vladimir-putin-5/, you will find average mark for Putin's performance as President on 1-10 scale (1=lowest, 10=highest mark) is 7, with 77% of people giving him marks in 6-10 range in Oct 2017 (53% giving him marks from 8 to 10).
