Sounds contradictory, but a person without paper trail does not exist for the bureaucracy, so several states and the UN (I think they do) issue surrogate documents.

Can you say what leads you to think the most likely result of the removal of the royal government is not another failed state, Yemen²? Or perhaps you think that would be a good outcome?
