Obviously Führer translating to not just "leader" but also "guide" and, in oldfashioned officialspeak, "driver", and the colloquial German word for driver's license thus still being Führerschein makes for no shortage of Hitler jokes. Of course modern officialspeak is Fahrerlaubnis, which hardly anybody uses.) Though the collection of Hitler's table talks contains an occasion where he recalled being shown how to drive by one Adolf Müller while campaigning in the 20s in his usual lengthy way. But there was no requirement that it be voted on or even acted upon, and there were quite a lot of Conservatives in the room who demanded it go no further. Maybe it is not done now but within a short period. Lenin himself asked to be buried and not exposed anyway.

Actually opinion Putin expressed is very mainstream and moderate by Russian standards, so it is not “weather balloon" but more like demonstration he is against any extremes.
