I am pretty sure she was probably past 'the change' by the time she was PM.

Actually, Ukraine had a devent repuation before 2010 when a pro-Russian government was elected.  Since they wer deposed in 2014, Ukraine has had two free and fair elections, according to international observers.  Not perfect as there was still a lot of corruption, but a lot less than Russia which hasn't had a free election ever save a brief experiment before WW1.
