Because it is a lazy scenario for action movie that wanted to be "safe" from backlash of usual suspects.

Eh, the director is Russian. If he wants Russian mobsters in his film, he gets a pass from me. Also, since the film isn't entirely specific about the location other than North-easterly North America, maybe it's set in Canada. ;)

I accept the existence of Russian gangsters,  SF is kind of their home base on the "the Messed Coast".  On the other hand, the lack of appropriate "Urban Ferals", does gall me. It makes me wish for The Shield and its exquisite collection of urban scumbags

It's also a matter of efficient storytelling. The bus scene is the set-up for the confrontation with the mob. Adding "more ferals" would only have obfuscated the core story.

The film starts with a home invasion by what you might call ferals, then he goes after them to get his golden watch back. That's why the bus scene starts with his knuckles already scraped (and why it spends a second or two showing the gold watch again). As he takes the bus back home, the mobsters enter the scene as a completely random encounter, and that then leads to the string of confrontations with the Russian mob.

They soft soap the feral who home invaded his crib: a waifu and he sharing a pitiful meal of cup o noodles. While the bambino cries in the background

Yeah, it holds up to multiple viewings for sure. 

And not surprisingly, didn't do well at the box office here in the US.

Hell, watching his movies on TV on the SF creature feature type channels was one of my 'go to' activities as a kid.

Yeah, I liked that one. But then Robert Downey Junior is pretty good in anything he is in.
