No, but neither is Javelin level of performance that cheap when everything is considered. The processor itself might be economical and compact, but you still need R&D, software, component hardening for mil spec, and then are other components to upgrade (gyroscopes, engine): at that point, those resources can be better used to develop new missile without the limitation of the obsolete design.
