It's better to spend more on a smarter missile more likely to hit its target, and transport fewer of them halfway around the globe to the theater. I'm not sure if I believe it, but if we assume the argument is valid, then we could argue that a non-expeditionary force might as well load up on massive numbers of cheaper munitions. Perhaps the plan is to deploy those more expensive missiles for contingencies where nontrivial force projection is required?
