I found another photo of a 1950s-build plane with an odd number, so there must be a wrinkle I'm not aware of--which should not be surprising. The first two digits are the fiscal year (FY) in which the item is ordered a not necessarily the year in which it was completed. In this case the F-15E is the 313th aircraft/missile ordered in FY 1991. Joe Baugher has a nice document about this subject. I haven't seen that, in fact I find relatively few good photos of the Voodoo. Particularly in flight. If you find 'em, post them up.
